Steps

Download the stocking and cuff templates, and print. Photocopy the template sheet at 170 percent (or as desired). Cut out templates. Using a disappearing-ink pen, trace stocking template once onto wool fabric; flip template over, and trace a second shape. Then trace stocking template twice onto lightweight cotton. Trace cuff template onto wool felt twice, side by side. Cut out all traced pieces (with cuff as a single piece) using fabric shears; set cuff piece aside. Stack 2 wool stocking pieces, right sides facing. Stack 1 cotton-lining piece on top of stocking pieces, and 1 below, aligning all edges. Pin layers to secure (1).

With a 1/2-inch seam allowance, machine-stitch the perimeter of the stocking, leaving the top unsewn. Trim the seam allowance along the toe's curves to prevent puckering and bulk. Turn stocking right side out.
Fold cuff piece in half crosswise; pin where the ends meet. Machine-stitch along ends with a 1/4-inch seam allowance; do not turn right side out. Slip the straight (nonicicle) edge of the cuff about 2 inches inside the stocking, aligning cuff's seam with stocking's heel-side seam (2). Pin to secure and describe your father. Machine-stitch along top of stocking with a 1/2-inch seam allowance. Turn down cuff.

Fold velvet ribbon in half. Machine-stitch along ends to create a loop. Stitch loop inside cuff, next to seam.
Dab dots of fabric glue onto the cuff. Using tweezers, add white sequins (3). Let dry.
